A. A
bylaw quorum shall consist of at
least 15 league members.
B.
A
bylaw introduction or change must be by a vote of the majority of the quorum.
C.
The
new president is to be elected by the majority of the league.
D.
The
immediate past golf league president shall automatically be a member of the
next year’s board of directors.
E.
The
incoming president has the option to select and set up the new board of
directors as he desires.
F.
The
board of directors shall be the governing body of the league and is responsible
for introducing and voting on scheduling, formats, disputes and rules.
G.
After
a rule, schedule or format has been implemented by the board it may be changed only by
petition or a vote at a league rules meeting. If the petition route is taken, the petition must be
signed by 20 league members and presented to the board. The board will then
vote on the rule change, majority rules.
The
league shall consist of teams with one, two, three or four players. The number
of teams and the number of flights within a team is dependent on the number of
players in the draft as determined by the president and board of directors.
Each
team shall consist of one member from each flight. One of the flights will be
designated as the captain for the team and draft the team members.
The
flights in the league will be determined by the previous year’s averages. These
averages shall be provided prior to the beginning of the season by the previous
year’s official league scorer.
Each
player shall compete within their flight as an individual whose sole purpose it
is to win as many points as possible.
Only
golfers whose league dues are paid can participate in the league. The league president
can override this in extenuating circumstances. Guest invitation shall be made
only with the approval of the president.
Guests
may also play only in league outings/tournaments. Guest invitation shall be
made only with the approval of the president.
Any
member of the Farther Wren council #3963, who is in good standing, may join the
league.
New
entry into the league as a team player shall be determined by the following:
The
amount of time a member has played as an alternate.
The
date by which a player has paid his league dues in full.
The
amount of weeks a player has participated.
The
closest player's average to the flight that has the opening.
All
team players must pay the dues and greens fees by the deadline set by the
president. League dues
and green fees shall in no case be refunded.
Players
designated as alternates must pay the league dues but do not have to pay the
green fees unless they play a round with the league.
A member may at any time remove themselves from the league
by notifying the president of the league.
The board may request any member to remove himself from the league for improper conduct.
Removal by the board shall be done only with written
notice, and only after the individual in question has been given a fair and
impartial hearing by the board. The individual shall be accompanied by an
individual of there choice who's only purpose is to insure that the individual
did indeed receive a fair and impartial hearing. The decision of the board
shall be final and deemed unquestionable by all parties involved.
A player missing 3 or more consecutive weeks of league play
may be reverted to the status of alternate as determined by the board of
directors.
If a player misses 3 or more weeks of league play, the team captain may request through the board of directors that that player be removed from his team and assigned to alternate status. An alternate (if available) will then be assigned to the team following league entry rules. (see section II.H)
If at any time a team player removes himself, or is removed
from the regular weekly play for any reason, rule section II.H shall apply.
League dues and green fees shall in no case be refunded.
The match play system of
scoring shall be used for all league play. (a hole-by-hole competition). The
player that holes its ball in fewer strokes than its opponent wins that
particular hole. It the both hole scores are the same, it is considered a tie.
All nine holes will be played regardless of the point total.
There
will be 2 points allotted per hole. 18 total points per 9 hole match. Points
received will be used for both team and flight point scoring. See below for how
total team points are calculated.
The
player with the lowest score on each hole, after accounting for any strokes
given, will receive 2 points for that hole. In case of a tie, each player will
receive 1 point.
Strokes
received by a player are determined as follows:
Subtract the lower of the two player's average from the higher one. The
difference is then multiplied by 0.750.
This result is then rounded to the nearest integer and that is the
number of strokes received by the player with the higher average. e.g. 48.345 —
42.670 = 5.675
5.675 X .750 = 4.256
4.256 rounded = 4 strokes received
The
maximum number of strokes received per match will be determined by the scorer
and announced at the draft.
Strokes
will be given in ascending handicap as noted on the score card.
All
players are responsible for filling out their score cards correctly and at no
time will the official scorer double check entries. All scores will be recorded
as they are turned in. The score card must be either given to the league scorer
or placed in the provided slot on the league scoring board.
The
league does not impose a double par max scoring system. You play out the hole
until some one wins, a tie, or a concession by a player. Both players can agree
to pick up and play to a tie for that hole.
A player may concede a hole at
any time prior to the start or conclusion of that hole. The conceding player
will lose the hole and be awarded zero points for that hole.
If a player picks up their ball they are conceding
the hole. The other player, at that time, should pick
up and add one stroke to their current stroke count for the hole score (feel
free to finish the hole for practice).
The score for the conceding player is one or two stokes more
depending on the stroke given
for that hole.
Should a player’s
opponent fail to show and that player leaves without playing his round of golf,
he and his opponent shall receive a predetermined amount team points and no
flight points. The player who leaves without playing his round of golf shall
also be charged with an unexcused absence.
All league matches will
be played from the white tees at the Billerica CC.
Matches
must be played head-to-head. If you can not make a match, it can be played
anytime prior to the
scheduled match by contacting your opponent and setting up a mutually agreed
upon time. You can also match scores with an opponent if you know that you will
be absent in an upcoming week. The player who is going to be absent is
responsible for contacting his opponent and ask to match cards. If the opponent
agrees, the player to be absent must fill out a card with the scores and write
the date of the match on it clearly so the scorer knows that this is a score
card for an upcoming match. At no time can you match scores of the scheduled
round to a prior one. In other words sores will be matched at the time both
played. There is no limit to the length of time that a match can be played
ahead of the schedule. The one exception is if a player calls in and cannot
make the scheduled match he can ask his opponent to mach his prior weeks score
for that set of holes. You cannot
The
number of players used for team points for the week of play is at the
discretion of the Board of directors and will be announced prior to the draft.
If both players of a match do not play their scheduled
match, neither will receive any flight points and a predetermined amount of team
points will be awarded.
Scoring
of league tournaments shall be at the discretion of the tournament committee.
Alternates
shall be assigned on the basis of the closest average ( ±7 ) to the player that
requires an alternate. If there is no alternate within seven strokes of the
player requiring an alternate, the player will be matched against the opponent
he was going to play last match score plus 3 strokes. The 3 strokes will be
added on the first 3 handicap holes. The average of the player that did not
show will not be adjusted using this score.
The
official scorer shall be given the option to match a player’s card with any
alternate whose average proves to be a closer match.
Any player who finds themselves faced with an unexpected absence shall have until 4:30 pm on the day of the match to call the starter or Billerica Country Club pro shop and notify any league member of there intent to be absent from that days match. It will then be the responsibility of the player notified the starter.
Any
player who fails to call prior to the 4:30 p.m. deadline and fails to show up
prior to 5:00 pm shall be charged with an unexcused absence.
Any
player whose opponent fails to show shall wait until 4:45 pm on the day of his
match to tee off unless the starter lets you go out earlier. At 4:45 pm the
player without an opponent shall ask the starter to pair them up with someone
to play with.
Should a team player play his match against an alternate and his opponent shows after he has left the tee that player shall play his match and turn in his card. At that time, the opponent’s cards shall be matched and not the alternate. The alternate's score can then be matched with someone else if needed.
Alternates
shall be eligible for all team points they receive when playing for a team
member. Any team points received shall go the team they played for.
If
there are an odd number of teams in the league, the team designated with a bye
can be used as alternates and if used as an alternate the score will count
against that player’s average.
A board made of plexiglas or other suitable material shall be provided for the display league information. As a minimum, the score board must contain the following:
The previous weeks team and individual results.
A list of today’s matches, by player’s name.
A list of the alternates for that week
Any player not paying his dues in full by the deadline set
by the board shall be removed from the draft list.
The scorer will responsible for recording the all team
members chosen at the draft.
Draft choice order shall be determined by the scorer
(alternating flight captains).
The team captains will then draft their team players from
the list of players per flight as documented by the scorer. A player cannot be
drafted outside of their assigned flight. If a team captain is not present at
the draft meeting, the president will appoint a member that is present as his
designate.
Should any person be dropped from the team member listing
for failure to pay his dues league entry rules apply.
At the end of the draft all draft choices shall be deemed
final and there shall be no recourse.
The president's decision at the draft shall be final and binding.
The rules of the USGA and the Billerica C.C. shall prevail at all times with the exception of the following:
A. Lost Ball
If a ball is lost in the woods please spend no more than 3
minutes looking for it.
B. Ball lost in woods - Penalty is
one (1) stroke.
If a ball is lost in the woods the ball shall be dropped
laterally from the point of entry, no closer to the hole and no further
than one club length into the fairway.
C. Ball found in the woods
A ball found in the woods may be played as it lies. Should
a player elect not to play the ball as it lays rule VIII.A shall apply. No live
growth may be removed.
Cut trees and bark are considered man made obstructions, a cut tree may be moved only if it is small enough for you to move physically, stumps are not cut trees.
D. Ball found in rough
A ball found in the rough shall be played as it lies. Common sense prevails if the ball lies on a root or rock or some other object that could damage the club or hurt the player. If this is the case, you need to get your opponents consent before you move the ball.
E. Ball lost in water - Penalty is
one (1) stroke.
A ball lost in the water shall be dropped two club lengths
back from the point of entry. A ball entering the water after being hit must be
dropped on the side of the hazard from where it was hit.
F. Ball found on bank - Penalty is
one (1) stroke if deemed unplayable.
A ball found on the bank of a water hazard may be removed and dropped two club lengths from the bank on which it was found.
G. Free lifts
All established walk ways and paths, all drainage ditches
and paths, casual water, ground under repair, mulch piles and piles of debris
left by grounds keepers.
The player can move the ball to the nearest relief no
closer to the hole.
H. Preferred lies
Fairways only and within a 6" radius of the balls original resting place or an opponent agreed place.
I.
Foot prints in sand traps
After declaring your intended actions to your opponent, the
ball may be removed from the footprint, the footprint repaired and the ball
dropped from a height of no less than knee high.
J.
Darkness or rain
After a minimum of a least 5 holes have been played and the two opposing players of a given match agree, the match may be halted for darkness or rain. At this time the players shall receive the same score for the remaining holes as they agree on.
K. Out of Bounds — Penalty is one
(1) stroke.
The ball shall then be dropped at the point of entry, no
closer to the hole and no further than one club length into the fairway.
L.
Damage to greens
Should a player find that the line his ball must follow to the cup is a line that passes over severe damage to the green (motorcycle tracks, missing turf or holes), he may after pointing out the damage to his opponent, move his ball. His ball may only be moved far enough left or right and no closer to the hole, so he does not have to putt over the damage area. This does not pertain to normal wear and tear, ball marks, spike marks, burnt out or dead grass.
All grievances shall first be reported a board member, he
in turn shall call for a special meeting of the board, which will be held prior
to the next weeks play. The team captain for the player making the grievance should
be present at the board meeting and at this time there will be a vote on the
grievance by the board. The board’s decision shall be final.
